Ministerial Resolution 60339: New Rules for Labour Outsourcing via Ajeer
Pursuant to Ministerial Resolution No. 60339 dated 25 October 2025, new rules regulate the outsourcing of non-Saudi labour through the Ajeer Program. An electronic service contract must be documented on the Ajeer platform, and an Ajeer Permit is required. Permits are capped at a maximum of three years. These rules were implemented as of 26 January 2026.
Wage Protection System (WPS) — Mandatory Compliance Requirements
The Wage Protection System (WPS) mandates that private sector establishments report wage payments through the Mudad platform. Failure to pay wages on time incurs a fine of SAR 3,000 per worker. If an establishment delays submitting the wage file for two months, all services are suspended except for issuing and renewing work permits. A three-month delay results in the suspension of all services and allows employees to transfer sponsorship without the employer's consent.

According to the Labor Force Survey for Q3 2025 published by the General Authority for Statistics, the overall unemployment rate for the total population (Saudis and non-Saudis) was 3.4%. The unemployment rate for Saudis reached 7.5%. The labor force participation rate for Saudi females was 33.7%.
Mudad Platform — Mandatory Monthly Payroll Upload for WPS Compliance
The Mudad platform is a digital payroll and compliance system in Saudi Arabia for private sector companies. Employers are required to upload payroll data monthly to comply with the Wage Protection System (WPS). Failure to upload wage data within 20 days of the due date results in an inspection request to the Ministry, and delays of three months or more lead to suspension of all government services and allow employees to transfer employers without approval.
GOSI Contribution Rates — Employer 12% and Employee 10%
Under the Saudi Social Insurance Law, both employers and Saudi employees are required to make monthly contributions to GOSI. The employer contributes 12% of the employee's salary (9% for annuities, 2% for occupational hazards, and 1% for the Saned unemployment insurance program), while the employee contributes 10% (9% for annuities and 1% for Saned). The end-of-service benefit is calculated as a half-month's wage for each of the first five years of service and a full one-month wage for each subsequent year.
Tamheer Program — SAR 3,000/Month On-the-Job Training for Saudi Graduates
The Tamheer program, offered by the Human Resources Development Fund (HRDF/Hadaf), provides on-the-job training for Saudi graduates. To be eligible, applicants must be Saudi nationals, hold a diploma or higher, have less than one year of work experience, and not be currently employed. The program offers a monthly reward of SAR 3,000 for a training period of 3 to 6 months.
